Health Ministry to launch Cluster Health Information System tomorrow

Colombo, June (Daily Mirror) - In a landmark move set to transform the country’s primary healthcare landscape, the Health Ministry will officially launch the Cluster Health Information System (CHIS) tomorrow (5) at the Thambuttegama Base Hospital.

The event will take place under the patronage of Health and Mass Media Minister Dr. Nalinda Jayatissa.

This initiative, introduced under the Primary Healthcare Digitalization Project, is a significant stride forward in the digitalization of Sri Lanka’s healthcare services and forms part of a broader national effort to reorganize and modernize healthcare delivery.

The CHIS will group nearby hospitals and clinics into organized "clusters" centered around a primary hospital equipped with the highest level of specialist care. Through this system, authorized medical professionals will be able to access real-time patient data, including health records, laboratory reports, X-rays, prescriptions, and medical history, thereby facilitating faster and more accurate clinical decision-making.

The system aims to address long-standing challenges faced by patients, such as the need to visit multiple hospitals and clinics for treatment, the inconvenience of transporting medical records, and the repetition of diagnostic tests. By enabling the sharing of health data within clusters, the CHIS is expected to reduce unnecessary tests, shorten waiting times, and enhance the overall quality and efficiency of patient care.

“This digital health information system will ensure people receive the right care at the right time and in the right place, without avoidable delays or additional costs. It marks a significant service improvement in our healthcare system,” a Health Ministry spokesperson stated.

In situations where small clinics lack laboratory facilities, the system will allow for test samples to be transferred within the cluster network, streamlining the diagnostic process and improving patient outcomes.

The Asian Development Bank (ADB) has extended both financial and technical support for the development of this advanced health information system, under the Health System Enhancement Project (HSEP). A pilot phase involving 31 hospitals and health centers in and around Thambuttegama and Dambulla is currently underway to assess the system's operational effectiveness.

Following the official launch, Minister Dr. Nalinda Jayatissa is scheduled to inspect the Thambuttegama Hospital, observing firsthand the implementation of this digital healthcare initiative.

The Health Ministry anticipates that this project will serve as a model for national rollout, positioning Sri Lanka’s healthcare system to deliver faster, more efficient, and patient-centered services in the digital era.
