Income tax and EPF arrears

We read in the news from time to time that there are huge sums of tax and EPF payments that have gone into arrears, in many cases without any chance of recovery.

How is it possible that when there are deadlines for payment the defaults have continued  month after month and sometimes year after year?

Have not the powers be gone to sleep or being induced to have some shut eye?

While it is important to catch the culprits,  the ones who aided and abetted this fraud  should also be apprehended and punished as an example to those who are in charge of collecting government revenue  but  sleep  on the job. They should be made to face consequences  like being lodged at a government rest  at peoples’ cost for a few years.
