BALPP redefining Governance Education



In an era where effective governance and visionary leadership are more critical than ever, the Bandaranaike Academy for Leadership and Public Policy (BALPP) stands out as Sri Lanka’s premier institution dedicated to cultivating policy leaders and innovators. Its founding responded to a critical need in Sri Lanka’s higher education and governance landscape: the demand for evidence-based policy and transformative leadership. 

BALPP distinguishes itself through its unique approach, combining academic depth, policy relevance, and practical leadership training within a single institution, providing a comprehensive platform for developing leaders who can make a real impact.

Recognizing a critical gap between traditional academic training and the practical demands of governance, BALPP introduced two innovative programme streams in 2023: Executive Credentials in Leadership and Public Policy and five Postgraduate Diplomas in Education Policy, Economic Policy, Politics and Governance, Cybersecurity Policy, and Strategic Leadership. These programmes represent a landmark in Sri Lanka’s higher education landscape, combining global insights with a curriculum tailored to the Sri Lankan and wider Global South context. 

Drawing inspiration from leading institutions such as Harvard Business School, the Lee Kuan Yew School of Public Policy, and the University of Chicago, each programme is meticulously designed to build key leadership skills and equip participants to tackle urgent policy challenges across sectors such as education, economic development, climate change, and cyber governance.

BALPP operates through three pillars of excellence that align with its mission and vision. 

Academic and Learning Pillar 

The Academic and Learning Pillar serves as the cornerstone of BALPP’s mission, offering a comprehensive suite of programmes designed to develop capable, forward-thinking leaders. From Executive Credentials to Postgraduate Diplomas and Micro-Credentials, the Academy provides flexible learning pathways that cater to both early-career professionals and seasoned practitioners seeking targeted knowledge. 

Micro-Credentials, in particular, are short, intensive courses that allow busy professionals to acquire practical skills and immediately apply them in real-world contexts. Beyond technical knowledge, the programmes emphasize strategic thinking, problem-solving, and ethical decision-making, ensuring that students are not only well-informed but also fully prepared to lead and innovate in complex governance and policy environments.

Beyond formal programmes, BALPP also, conducts Leadership Development Programmes for public officials and emerging leaders, as well as workshops, policy dialogues, and executive education initiatives to facilitate knowledge exchange, practical learning, and the co-creation of innovative governance solutions.The Academy also offers customized courses and training programmes, tailored to the specific needs of organizations and clients.

The academy’s faculty and expertise are central to its distinctive approach. BALPP engages nearly 100 visiting staff, including scholars, policymakers, and practitioners who contribute to curriculum development, teaching, research, and consultancy. Employing visiting faculty allows the academy to bring in topic-specific experts with both academic credentials and practical exposure, enabling students to translate real-world insights into strategies, mechanisms, and policy briefs. BALPP’s hybrid learning model attracts not only local students and professionals but also international participants, supported by partnerships with universities, government ministries, and international organizations.

Research Pillar 

At the heart of BALPP’s mission to influence governance and policy is its Research Pillar, which transforms rigorous scholarship into actionable solutions for Sri Lanka’s pressing challenges. The research wing not only identifies and analyzes critical policy areas of national and regional significance but also fosters a culture of inquiry, mentorship, and innovation among emerging scholars. 

Through initiatives such as the Policy Tribune, a quarterly platform for policy briefs, monographs, and analytical essays, the Academy disseminates research that is both timely and directly relevant to decision-makers. Complementing this, research workshops and intensive training programmes equip both junior and senior researchers with advanced methodologies, analytical tools, and practical skills to translate theoretical insights into implementable strategies. By bridging the divide between academic study and real-world governance, BALPP’s research pillar ensures that its scholarship consistently informs evidence-based policy, enhances institutional capacity, and empowers leaders to implement effective, sustainable solutions across sectors.

Outreach & Consultancy Pillar 

The Outreach Pillar embodies BALPP’s commitment to connecting scholarship and leadership development with the broader societal and institutional ecosystem. Through strategic engagement with government agencies, universities, think tanks, and civil society organisations, the Academy ensures that its programmes remain deeply relevant to the practical demands of governance and policymaking. Internationally, BALPP collaborates with renowned universities, development partners, and policy institutions, facilitating cross-border knowledge exchange, comparative learning, and exposure to global best practices. Beyond formal partnerships, the Outreach Pillar drives policy dialogues, public seminars, and collaborative projects, creating platforms where students, practitioners, and policymakers interact directly to co-develop innovative solutions to pressing national and regional challenges. By fostering these networks and experiential opportunities, BALPP not only expands students’ perspectives and professional competencies but also reinforces its role as a catalyst for policy innovation, leadership excellence, and institutional credibility both within Sri Lanka and across the Global South.

In addition, BALPP provides consultancy services within its mandate, including reviewing and advising on policy documents, curriculum design, and other strategic initiatives, translating its expertise into practical impact for institutions and stakeholders.

BALPP’s alumni represent a diverse and dynamic community, including public servants, professionals, and graduates from a wide range of disciplines. Equipped with both theoretical knowledge and practical skills in leadership and policy, they are making meaningful contributions across government agencies, private organisations, and civil society. 

Looking ahead, BALPP envisions a dynamic roadmap for the next five years, focused on expanding its diplomas to degrees on the same fields as it’s not offered elsewhere and postgraduate diploma to introducing master’s programmes tailored to emerging policy and leadership needs. The academy plans to strengthen regional and international partnerships, establish a dedicated policy research hub, and develop innovative digital learning platforms and leadership labs to enhance experiential learning. Through these initiatives, BALPP remains committed to shaping a new generation of ethical, competent, and visionary leaders who will drive sustainable development and transform governance in Sri Lanka and beyond.
