Lift the curfew only on alternate days for every district one by one. When you lift the curfew at once there will be a flood of people entering the stream and the purpose of curfew will be negated. Establish more and more mobile services of goods,banking and courier services. Give the auto drivers to operate during the curfew for emergencies services with full safety measures.
