Speaker writes to President

Speaker Karu Jayasuriya in a letter to the President Maithripala Sirisena informed today that he had received a request asking that the privileges of Ranil Wickremesinghe be protected until the person with the confidence of a majority in Parliament is established as Prime Minister.

The UNP in a letter to Speaker requested yesterday to protect the Privileges of Ranil Wickremesinghe under the Article 42 (4) of the Constitution.The letter, signed by the UNP Chairman Kabir Hashim and General Secretary Akila Viraj Kariyawasam, said that Ranil Wickremesinghe still held the confidence of majority of Parliament.

The letter to the President said:

“I consider it my foremost duty to protect the rights and privileges of all Members of Parliament, especially in the context of the serious political — constitutional crisis which has arisen in the country. I have received a request to protect the rights and privileges of Ranil Wickremesinghe until any other person emerged from within Parliament as having secured the confidence of Parliament.”
“I consider the said request to be a democratic and fair request. I request you to consider the said request, as the leader of the Government, who has obtained a mandate to secure democracy and Good Governance.”

“This request is especially important in the context where various persons are reported to have issued threats via the media. You would also appreciate that the forcible takeovers, which have been reported at State Media institutions, has been seen as transcending a mere internal breakdown of law and order, and would have serious international implications. Several countries have already issued travel advisories to their citizens.

“In this context continuing the prorogation of Parliament until 16 November will have serious and undesirable consequences for our country, and I kindly request you to reconsider same.

“I consider it duty to draw your attention to the convention that a prorogation should be done in consultation with the Speaker,” the letter said.

    President must realize that the country had got divided into two over this issue and if the other parties also get onto the streets, country would end up in anarchy. As the speaker said third grade politicians like WW issuing threats openly in the media and the other incidents could easily fan the flames of others as well.

    Prorogation of the parliament by the President clearly shows that MR still have not mustered the required majority. Prorogation is to buy time to net more MP's to their side.

    This is like the cart before the bull. It they have the majority in the parliament which is the criteria for the selection of the PM, they could have defeated RW on a no confidence motion and then MS could have appointed MR as PM. This shows the standard of politics in SL at the highest places.

    The speaker is an honest gentleman but not a strong speaker. As much as he would like to be independent he is not allowed to do so. As such, he has earned a poor reputation which a gentleman of his calibre does not deserve. Therefore this letter does not carry much weight.

    Well said Speaker but your letter will be like a tissue paper for the President because he does not understand the Constitution which the normal citizen knows. MR and MS think that they can fool the people all the time. This letter states where the Country is heading towards i.e Bad to Worse and now Destruction. If MR has the majority why does MS prorogue Parliament. As stated by RW in the Parliament you can solve this issue. If MR has the majority he would have waited till the Budget is presented and then defeat the Budget, the no issues the Government had to go home without any problem. But MS suddenly on a Friday evening did this Game Change because he knew very well being weekend it will take time even for RW to go to Courts. Finally MS let down the Alliance which brought him to Power. This is called political prostitution.

    No one other than the Chinese has acknowledged MS's action a very sad state. It is also sad to note that the Majority is incensed by politics to give a reasonable devolution to their brothers in the North but are willing to risk the whole country by giving the Chinese dragon Hambantota and the heart of Colombo. If Dutegemunu was living he would have hugged Prabaharan for Chasing India Who will be there to chase the Chinese if they didn't move out?. They gave a loan and have acquired the land for interest due.
