Mayoress Rosy. Instead of building luxury toilets in your residence with tax payers money address the issue of Colombo city flooding areas to enable citizens to use the roads with out a hassle.

Basically there is no out flow, that the main reason for the places to get flooded. There are enough tanks, rivers, reservoirs etc and there is no proper outlets, channels, drainages etc to divert the excess water to the sea. The govt waste the funds for unnecessary things , but not for very essential matters. The irrigation dept , water board, road development, govt agent and the people concerned all should get together , study well the contours of the area , the highest rain fall etc and find a way to rain off the water to the reservoirs and the excess to the sea
