CPSTL ends political bias in hiring, promotions, transfers: Chairman



Colombo, Sept. 25 (Daily Mirror) - The Ceylon Petroleum Storage Terminals Ltd. (CPSTL) today announced that future recruitments, transfers, and promotions will no longer be influenced by political affiliations, personal connections, or directives from the chairman.

CPSTL Chairman D.J.A.S. De S. Rajakaruna told the media, after completing one year of the government, that the company had not maintained a proper policy framework for human resource management over the past 34 years. The newly introduced HR policy aims to correct this long-standing gap.

He urged the public not to approach ministers or senior officials for job placements or transfers, stressing that all decisions will now be based strictly on qualifications, experience, and merit.

Chairman further revealed that in restructuring the personnel force, CPSTL had to downsize due to the lack of required qualifications among many employees. The new organizational framework, designed by a government institution after a comprehensive work-study, defines designations and appointments according to capability and professional standards.

Previously, the personnel force structure was determined largely by political requirements. Under the new reforms, CPSTL has reduced its workforce by 1,600 employees, while the Ceylon Petroleum Corporation (CPC) has cut 1,200 positions. Several sections within CPSTL were also closed as part of the restructuring process.
