13th A: UNP says amend it but don’t discard it

The main opposition United National Party (UNP), the architects of the 13th Amendment, which resulted in the provincial council system, said today this amendment should be amended to rectify any shortcomings but it should not be abolished.“The government should come up with an alternate unit of devolution in the event it decides to abolish provincial councils,” UNP General Secretary Tissa Attanayake said.
He told a news conference that the 13th Amendment to the Constitution contained several shortcomings which needed to be rectified.
Mr. Attanayake said the amendment should be rectified to prevent provincial councils bypassing Parliament.
He admitted that the 13th Amendment was enacted in a hurry under an agreement between then President J.R. Jayewardene and Indian Prime Minister Rajiv Gandhi.
Mr. Attanayake said UNP would support certain changes to 13th Amendment but would not agree to it being abolished.
He said the party leader Ranil Wickremesinghe had explained the UNP stance to National Freedom Front (NFF) Leader and Minister Wimal weerawansa when the two parties met last Saturday. (Yohan Perera)
