The Cabinet approval has been granted to a proposal presented by Minister of Highways to requests for proposals (RFP) for the construction of elevated expressway to Kelaniya New Bridge via Rajagiriya connecting Outer Circular Highway at Athurugiriya.
The Road Development Authority (RDA) has conducted a feasibility study for the proposed project.
The project will be implemented with 100 percent foreign funding under Build, Operate, Transfer Scheme (BOT).

Many developed and developing countries are going for Mass Transit projects rather than new highway projects. Sri Lanka is going to opposite direction by cancelling LRT project and trying to study elevated expressway!
