Not only Railway employees occupy railway reserve but also outsiders. The origin was during the second world war, these lands were given to people for food production, on a Food Production Permit, to be renewed after a certain period, with strict instructions that no structure is allowed to be put up and Foreman Platelayers were responsible to see to its enforcement. However, due to lethargy on the part of Foremen Platelayers and other reasons, they kept a blind eye. Added to this politicians too .intervened and stopped any official being taken to prosecute these illegal encroachment. The District Engineers of the Way and Works Dept too should be held responsible.

Sirimal, you are mentioning how it was done during the second world as if it is the gold standard of approach. At the time our country was under British occupation and they used and decided on every thing in our country as if it belonged to them. So don’t use this as an example
