Mayor pays this bill. CMC pays mayor's bill. Colombo taxpayers pay CMC's bill. Govt pays (part of) tax payers' bill (by way of subsides). We pay govt's (including freeloaders') bill. At the end, WE PAY THIS BILL.

Only the remedy is using "Photo cell" which can auto on & off in the dark &daylight as many countries do now.
