These people must probably be having locals to help them. Its not easy to rob ATM machines without help either from bank employees or outsiders. Were the Euros and dollars also from the machines? This is strange cos no ATM in any country has foreign currency in them as far as I know. Probably they bought Euros and dollars from the Rs taken from the machines.
