JVP demands 2010 budget

The JVP, the largest party of the Democratic National Alliance led by General Sarath Fonseka, said today that they would mount pressure on the Government in Parliament to present a budget for 2010.


DNA MP Sunil Handunnetti speaking at a press conference stated that the Vote on Account approved by Parliament for a period of four months ended on May 1st and that the President, instead of presenting a budget, had now decided to apportion funds for the Ministries using his executive powers.
 

“According to the Constitution, the President can do so only when Parliament has been dissolved. Parliament does not stand dissolved today. It will meet this week.  The power over the country’s public finance is vested with Parliament in terms of the Constitution.
 

However, the President has now taken over this power to allocate money for the Ministries. We condemn this move,” the DNA MP said.

    Traditionally the Budget is presented to the parliament November each year. If a budget is presented in July that means it will be in force till next july hence the tradition will change to July to july. I think treasury and all other ministries will have a practical issue if future budgets are to be presented at the middle of the year. May be treasury is contemplating to go back to November to november budget circle.

    Whether JVP is big or small is irrelevent here. Govt should bring about good governance. Govt is boasting about rapid development but how are they going to get money for the new projects? Seems like there is an hidden agenda !!

    What good is it to present the budget in parliment when there is no real chance of voting out or changing the allocation. Government is all powerfull. They do not need JVP or UNP or anybody else. Save your energy.
