There is a nice old poem in Sinhala of two bulls grazing on a field with one bull sans the tail. Whilst the bull with the tail managed to chase away the flies, the poor bull without a tail had a hell of a time with flies. It concludes by saying that being poor is also like the bull without the tail. But in modern times, being the Minister of Higher Educatiob is also just like the bull without the tail.
