This is Mainly because ICTA has implemented an IT system and it had cost over 120 million Sri Lankan Rupees. Now its time to recover it from public.

Half of Rs. 120 million would have lined the pockets of the higher ups of the WPC. The job may be actually not worth even Rs. 50 million !!
