‘Abolition of PC system doubtful even during MR regime’

Malwatte Mahanayake most Ven. Thibbatuvawe Siddhartha Sri Sumangala Thera said it was unlikely that the abolition of the provincial council system, the executive presidency and the preferential voting system would take place even during the current regime of President Mahinda Rajapaksa.

Stressing on the need to abolish these systems, the Mahanayake Thera said these systems would not augur well for Sri Lanka’s future. The prelate said such a decision was expected even during the tenure of former President Chandrika Kumaratunga.

“We expected the same under President Mahinda Rajapaksa but it appears doubtful during his tenure as well,” the Mahanayake Thera said.

The Mahanayake Thera expressed these views when Minister Wimal Weerawansa met him yesterday morning.

Meanwhile, Asgiriya Mahanayake Ven. Udugama Sri Buddharakkitha Thera also called for the abolition of the provincial council system. He referred to the provincial councils as institutions that wasted people’s money.

He said Sri Lanka unlike India was not a geographically large country to have states with devolved power. (J.A.L. Jayasinghe)

    I do agree with most Ven. Thibbatuvawe Siddhartha Sri Sumangala Thera and wish to add that not only the provinces are geographically large enough but also they lack the necessary resources to function independently. The provincial councilors are thugs in their area and these are the ones who will end up in parliament after some years! We have to do away with it as soon as possible. The presidential system also should be done away with.

    PC system has been introduced for the devolution of powers to minorities. You can't justify the abolishing of PC system by saying PC counsilors are thugs. Some MP's even Ministers also behaving like thugs, shall we abolish the Parliament then?

    Where in the world do you find devolution of power for a minority which is less that 10% of the population? and that too only in the northern province! The PC system is a white elephant and most of the provinces can't sustain such a system due to lack of resources including human resource! that is the reason thugs get in to the system!

    The PC system is a curse for our country. A small country like ours does not need this system. this system make the country begging, poor and ruined. It is a wastage of public money, making politicians rich and thugs.

    PC system for minority. amend 13 for accommodate only north and east provinces. and remove other provinces from 13. this is called 13+

    Main problem in Sri Lanka is the anti Tamil Religious interference in the government affairs. Removal of 13 is a violation of Indo Lanka accord 1987. amendment may leads to redeployment of IPKF. As Prabaharan is not there any move by India will be supported by Tamils

    I can remember during the IPKF time in Sri Lanka, they forcibly recruited Tamil Youths and gave military training and named that force as CVF. That time most of the Tamils and the LTTE have strongly opposed that. However the prevailing situation tends me to think that the Tamils should have co-operated with them. At least they would enjoy some kind of freedom.

    No doubt this is a waste of money. However, it is part of the devolution and part of a solution to a serious and larger national issue. The same for the executive presidency as well as the PR system. Rather than simply proposing abolition of a system, why not the govt propose the alternative to it? why not tell what is exactly wrong with it and how the alternative would handle it? overall how any other system will address and put an end to a national issue and make this country a true paradise? Educating the people not only on the flip side of a system but also of the benefits of an alternative and bringing the country together is what is required
