Power cuts again

Power cuts of two hours and fifteen minutes duration will be imposed on 58 towns and Colombo City area tomorrow (09) due to a breakdown at the Lakvijaya Coal Power Plant (LCPP) at Norochcholai, the Ceylon Electricity Board (CEB) said.

Power will be cut for 2 ¼ hrs. between 8.30 am and 5.30 pm. --  at different times in different places. The towns will be placed in four different groups each of which will have its power cut at a different time.

The CEB said that the Lakvijaya Power Plant at Norochcholai had automatically shut down on Wednesday monring due to the tripping of the transmission line from Norochcholai to Veyangoda. The shutdown deprived the national grid of 300 MW, the CEB said.

The Chinese sent over a large contingent of people and ships to dismantle old German coal power plants decades ago. Germany decided that burning dirty coal was not part of their future. Now China send men like Ludon Wong (CEMEC) to build a 900 MW prototype plant in Sri Lanka as an experiment of scaling up the old technology. This plant is wrought with problems and one of the primary ones is the dominance of power politics in its construction and operation. The first CEB project group were in cohorts with the Chinese and turned a blind eye to standards and quality. The minister had this group replaced by a new project team. Ever since then the Chinese are at logger heads with the CEB team and nothing really gets done except power plays. They cant even trust the equipment they installed to safely cut over a GIS extension. Sounds like a great leap backward! Get on with the submarine link to India, allow large scale wind plants and start trading power like the rest of the world.

What a shame! Why cant the CEB hold the Chinese Contractor for breach of contract. Usually there is a payment retention amount to meet such contingencies. Although Lakvijaya Power Station was a Chinese grant the contractor should have got paid on completion of the project based on the CEB's confirmation of completion reports.

This is the result of depending on Chinese technology, Hambantota Port, Norocholai power plant, now Lakvijaya, wonder what will happen when the first flights land in Hambantota Airport.

It appears that the CEB Engineers have had no say in the selection of the contractor for this plant chinese technology on coal power is so advance that they are building a coal power plant practically every week to replace the uneconomical coal plants with about 40% more efficient plant with pressures over 3000 psi and temperatures of nearly 2000 degree Farenheight however what is not understood is how a external fault could automatically cause a damage to plant such that it cannot be stated in a few hours

CEB was to initially get a top quality Japanese power plant under Japanese soft loan package decades back. What happened to the same is history now. Thereafter, CEB had to content with Chinese technology + Commercial loan from Chinese EXIM Bank as no one was giving us loans in that era. We are now reaping the benefits. Shouldn’t part of the blame gone to all those who shouted NO to Coal and paved the way to Private Diesel plants and the present Chinese Coal plant later?

Ceb employees have been told to keep the phone off the hook when there is a power cut. Today there is power it's impossible to get through to anyone to find out when power will be back. They should make sure lines are not off for paying customer to know when power will be back.
