Please note that walking on the rail tracks is a punishable offense. Or do we have two laws?

Is it legal to walk on railway tracks? Who takes responsibility if an accident was to happen? Should not the tourist guide make the visitors to stick to an authorised footpath, if any? One death is sufficient to adversely affect our tourism industry further.
