Sri Lankans pay more bribes to Police: TI

A survey carried out by the Transparency International (TI) in the Asia-Pacific region has revealed Sri Lankans pay more bribes to police.

They survey results showed Sri Lanka has a bribery rate of 15 percent among 17 countries and its citizens frequently pay bribes to Police. It also said people pay bribes to public schools, courts and utility providers.

The report titled “People and Corruption: Asia Pacific”, which was launched on Tuesday, has surveyed nearly 22,000 people in these countries about their experience with corruption and paying bribe during the last 12 months.

The countries included India, Pakistan, China, Sri Lanka, Australia, Taiwan, Japan, Hong Kong, Thailand, China, Myanmar, South Korea, Cambodia, Indonesia, Mongolia, Malaysia and Vietnam.

Governments in Hong Kong, Vietnam, Japan, Mongolia, and Malaysia were perceived to be doing badly at fighting corruption by six in 10 of their citizens.

However, around a half or more of people living in India, Indonesia, Sri Lanka and Thailand had said that their government was doing a good job.

According to the results from the survey, Australia followed by Sri Lanka and Taiwan have done the best with the most positive ratings overall across the key corruption questions in the survey.

“In these countries, few people felt that corruption was increasing, many people felt empowered to help fight against corruption and bribery rates were very or fairly low. However, even in these well performing countries, there were still areas for improvement such as poor ratings of government efforts to fight corruption (Australia and Taiwan) or a substantial minority of people who thought that the police were highly corrupt (Sri Lanka),” the survey said.

Need more ladies to traffic police department. Technology need to improve the both side of traffic department. Collecting the driving license lead to corrupt. A card system need to develop or online fine settlement need.

Yes...this indeed is a great trick. No one wants to return to pick up their licence. When the officer offers to pay, that is indeed perceived as a great help. In a way it is as long as the stupid system of paying at the post office remains. Solution is to encourage mobile cash, on the spot. No cash transactions, less corruption. (even if the officer creates his own account, that's traceable.)

UN's credibility depends on Sri Lanka's inquiry and investigation on war crimes committed against Tamils. If Sri Lankan police are highly bribed, where else bribes exist? What about judicial system? Can UN relies on Sri Lanka to conduct credible inquiry and approves that finding is credible?

The I/E Dept. is a Bribery Den. They are more methodical.The mafia operating there has categorized Tamil dual-citizenship applicants as citizens of Hong-kong in the data-base,forcing the applicants to call over personally to sort theiruntraceable applications. This is where a bribe is negotiated eith ease, as the applicant is a Foreigner hailing from SL. Ciaboc is aware of it with input to"Tell the President" web site..

Particularly the traffic police. When they threaten to take you to courts for minor offences, people are forced to bribe them to get out of the hassle.

Police enjoy so much power over civilians and this is the basis for the bribe,to counter this reality the only solution is to do away with lower ranks and only have an officer class and have them all recruited from good family background.No country has done this,let Sri Lanka be the first to try it.
