The Sri Lankan government should learn a lesson from the incident where the Catalan Region declared independence from Spain, a country which is considered ‘Indivisible’ by its Constitution, the Pivithuru Hela Urumaya (PHU) said today.
PHU Leader MP Udaya Gammanpila said only because a Constitution says a country is ‘undividable or indivisible’ doesn’t mean a country could not be divided in reality.
“The government continues to say that it will include the term ‘undividable or indivisible’ in a new Constitution as a measure against separatism. Spain, which is an indivisible state, had proven this measure is a futile attempt today. By the Spanish Constitution of 1978, states were given maximum powers. What was the result? Catalans declared independence. Basque region is also on the verge of declaring independence,” he told a news briefing.
He said the Spanish Constitution had shown that no clause could prevent regions breaking away from a country when those regions were given maximum powers to act independently.
He said interim report of the Steering Committee proposed to devolve power through the ‘Subsidiary Principle’.
“This means peripheries should be vested with ample powers to act on their own. In such a situation, the central government will only have the power to manage financial, defence and foreign affairs of the country,” he said. (Lahiru Pothmulla)

you are very correct Sir.I live in Europe and watching the situation very closly.If Catalan seperates from Spain,then it will start in France too.The governments of these countries are fighting to not let this happen. But the Sri lankan rulers are is trying to give them seperate states on a plate. LEAVE THE CONSTITUTION AS IT IS.Sri lanka dose not need a new constitution.Worry about the divelopment and how to bring food prises down.Do not let the people living on the NGO's pay role, dictates how to run a country.

Absolute nonsense. If a constutution says indivisible, and yet the regions still declare independence as he admits in Spain, then giving a little more to the regions or not will not make any difference in prevention. But it could delay or even solve the problem. Anyway in anycase only force of arms can stop it.

If stating "undivided and indivisible" in the constitution will not prevent division/separation, then what assurance is there that stating "Unitary" and continuing with the status quo will not aid or result in separation. Words 'Unitary', 'United', 'Federal' does not mean that that will lead or not lead to separation.What matters is "Minds and Hearts" of all concerned to meet aspirations of all citizens to live and participate equally with mutual respect, in building a prosperous and secure Sri Lanka. This and only this, will forever prevent any move to separate.

If stating "undivided and indivisible" in the constitution does not prevent division/separation, then there is no assurance stating "Unitary" -present constitution - will not prevent division or separation. What matters is "Hearts and Minds" of all concerned to participate in life equally and treat each other with mutual respect in a filial manner, and build a society which makes all citizens feel wanted by each other as in a family, (not marrying Sinhalese to Tamils or vice versa) in building a prosperous and secure Sri Lanka. This will forever prevent any move to go separate ways.
