The United National Party (UNP) has requested President Maitripala Sirisena not to reshuffle cabinet portfolios assigned to it.
According to the 19th Amendment to the Constitution, it is discretionary for the President to consult the Prime Minister in the appointment of Cabinet Ministers and assignment of subjects.
In this scenario the President is unable to reshuffle the Cabinet without consulting the Prime Minister who is from the UNP. Earlier, the President said he would carry out major changes in the government before Vesak.
The Unity Government is made up of members of the UNP led by Prime Minister Ranil Wickremesinghe and the Sri Lanka Freedom Party UNP led by President Maithripala Sirisena. (Kelum Bandara)

If the PM is not in favor of reshuffling, he should at least look into the working of political stooges in the institutions under the UNP Ministers. It is known that some under UNP ministers are unproductive and corrupt

People will not see any progress without a proper set of cabinet ministers.

Cabinet reshuffle boasted over the past year has ended up in stalemate. Corrupt ministers have so much power to stop the head of the country going ahead with the most important intended cabinet reshuffle. It shows the sorry state of the nation.
PRECEDENCE Tuesday, 09 May 2017 10:16 AM
If you (MS) do so you are creating a precedence , for UNP and others to direct you for (a) NOT TO TAKE ACTION ON MR's CLAM (as exposed in last nights TV news). (b) NOT TO FOLLOW UP ON ALL MURDERS (eg Thajudeen, Lasantha) (c) even TO HUSH UP THE BOND SCAM (d) TO SWEEP UNDER THE CARPET on all files (from the FCID) gathering dust on the attorney general's table WE voted you to see that all criminals, murderers will be punished.

Get rid of Rajapaksa. Justice is too important a portfolio and this guy is a previous govt stooge at worst and incompetent at best.
