Bad equipment cause of Uma Oya fissures: Samarasinghe

The cause for the cracks in the Bandarawela area was the use of the low quality excavation equipment in the Uma Oya Project, SLFP organiser and Vocational Training and Skills Development Minister Mahinda Samarasinghe said today.

Responding a question at a news briefing held at the Sri Lanka Freedom Party (SLFP) Head Quarters he said foreign experts who advised on the project had expressed that the cracks had been created due to use of low-quality and unsuitable equipment.

“The low-quality excavation equipment had cause more vibrations than the ground could sustain and that had resulted in the fissures and cracks in the houses in the area,” he said.

President Maithripala Sirisena and Prime Minster Ranil Wickremesinghe had decided to appoint a Select Committee in Parliament to investigate the issues.

“After appointing the Select Committee, they can use Parliamentary Privileges to call the persons who were responsible for the project. From that we would be able to produce a report to Parliament that people could know,” Samarasinghe said.

“In fact people should be made aware of what happened during the project. The Government had spent a huge sum and it cannot be stopped but we have to fix the issue by using suitable technology,” he said. (Chaturanga Pradeep)

    Tunneling is no cake walk (ie not a surprisingly an easy task.) .In the good old days in our Hydro Electric country (Laxapana) --it was done with the use of dynamite (causing VERY severe "vibrations") to loosen the rock - and followed by manual labour, - (we had our share of eerie stories as well as work proceeded ! ) Modern methods use TBMs (tunnel boring machines) which also cause "vibrations" - however the bottom line is - there should be prior knowledge on rock conditions one meets as boring (tunneling) proceeds, An earlier comment (not published so far) gives an insight on prior investigations (on rock conditions) before commencing (award) of contract.- which would enable preparation ahead to meet any eventuality

    First investigate ,(as stated in earlier comment) whether rock samples were taken off small bore holes(1 to 2 " dia) right along the tunnel trace -BEFORE AWARDING

    The Hon Minister must first of all determine whether what he says is correct.Similar issues occurred at Polgolla and Samanalawewa, tunneling problems occurred on almost all tunnels presently constructed in Sri Lanka. As Mr BORING has stated tunneling should be well planned and mitigatory actions taken. However it is almost impossible to know underground conditions until you actually open it up since drilling and other investigations can only come up with relatively limited information. Overall the issues at Uma Oya appear to have been very poorly managed by the Project Managers and political authorities as otherwise this adverse reaction by the population would not have arisen
