This is most probably true. It is alleged that these prison officers take bribes, including for a bed for prisoners to sleep in is only given if they are paid money...

police,jail guards,excise officers,public health inspectors(PHI) those who wearing the same colour uniforms in sri lanka, take bribes is a common habit.

From the womb to the tomb ,it is bribing all the way, Sri Lanka style. Look at all the religious sites and the ever increasing crowd, all praying to ascend cosmic heights after life ceases to exist , asking the Gods to forgive them , and to invoke blessings on them. There are only a minority who are clean. They use these places to launder their images.
