Can agree with what you say about Democracy and the need for both Rights and Responsibilities to be exercised by leaders and hopefully by the voting population as well.Question: HOW DEMOCRATIC IS IT WHEN A CANDIDATE VOTED IN INSTALLS IN KEY POSITIONS OF POWER, PERSONS WHO WOULD NEVER HAVE BEEN VOTED INTO THOSE POSITIONS THROUGH A TRUE DEMOCRATIC PROCESS OF HONEST, UP-FRONT CANDIDATURE?

The Sri Lankan Mentality has to basically change, for True Democracy to be established. Which means, People have to vote for the Welfare of the Country and all its People, not for the Welfare of a Particular Political Party, Race, Language or Religion. Look at the countries that have succeeded, e.g. Singapore. Are they governed by the above considerations?
