Give subsidies for the Estate sector, kerosene, Electricity, Flour, Medical and other necessities. Then, you could bridge the gap by increasing a nominal amount and reduce the C.O.P.

Some thing went wrong with private tea estate owners, estate workers get very less wages even lesser than half of other laborers. Gov. should intervene and if possible give the estates to foreign companies.

Idiotic. The plantations were privatized in the first place because they were a burden on the govt.
