All Sri Lankans will now be given the opportunity to attend to their statutory needs easily and efficiently when obtaining services from birth to death, by utilising a unique identification reference.

The Registrar General’s Department is entrusted with the authority to issue a birth certificate to any child that is born in Sri Lanka, in compliance with the Births and Deaths Registration Act.

The Department is entrusted with the authority to maintain the national individual registry as well as to register and issue NICs to Sri Lankan citizens, as per the provisions of the Registration of Persons Act No. 32 of 1968. For Sri Lankan citizens who are 15 years and over, the Department of Registration of persons is entrusted with the power to issue a Sri Lankan identity number, under electronic transaction orders.
