SEC gets new Commission Members

After the appointment of Additional Solicitor General Viraj Dayaratne as  Chairman of Securities and Exchange Commission (SEC) last week, Finance, Economy and Policy Development Ministry has had appointed four Members to its Commission.According to highly placed government sources, the appointed Commission Members include Naresh Abeysekera, Sisira Rathnayake, Suhada Gamlath and Sunil Lankathilake.


Naresh Abeysekera is the Founder and CEO of SECQUORO, a business transformation and implementation company, with a software arm developing next generation disruptive 
digital platforms.


He was the Group CFO of MillenniumIT that revolutionized global capital markets powering majority of global equity trading and part of the London Stock Exchange Group and a member of its global leadership team under a HBR 100 Ranked CEO. 

He was also instrumental in leading IPOs and securing regional accolades in financial reporting and ERP implementations.


Naresh also co-founded the Institute of Internal Auditors Chapter to strengthen the risk and governance knowledge framework in the country. 


He is a Fellow Chartered Accountant, Chartered Management Accountant (UK), Chartered Global Management Accountant (UK) and holds a MBA from the Prestigious Postgraduate Institute of Management.


Sisira Rathnayake is a former High Court Judge and served as the Secretary of the Judicial Services Commission (JSC). 


Judge Rathnayake served as the District Judge of Colombo and was twice elected as the President of the Judicial Service Association, a body comprising judges from the original courts, the Magistrate Court and District court across the island.


From the Colombo District Court, Judge Rathnayake was promoted as a High Court Judge and was appointed as High Court Judge in Matara. Before he was appointed as the JSC secretary he was serving as the High Court Judge of Avissawella.


Suhada Gamlath is a former Solicitor General and served as the Chairman of Sri Lanka National Authority for the Protection of Witnesses and Victims. 


Sunil Lankathilake is a former Deputy Governor of the Central Bank. He holds MA in Economics and a Postgraduate Diploma in Economics from the University of Manchester, U.K., and a B.Com degree with 1st Class honours from the University of Peradeniya. 


During his 30-year career in the Central Bank, Lankathilake had participated in a large number of international training programmes in the areas of macroeconomic management, macroeconomic modelling, trade policies, competitiveness, project management, foreign investment, strategic management, human resource management, communication policy etc. 
Lankathilake had also served as a member of the Board of Directors of Sri Lanka Export Credit Insurance Corporation, Board of Management of the Title Insurance Fund of Registrar General’s Department, National Labour Advisory Committee and several other committees representing the Central Bank.


The SEC Commission consists of six appointed members, including the chairman, and four ex-officio members. The Economy, Finance and Policy Development Ministry is yet to name the sixth appointed Commission Member to the SEC.


The ex-officio Commission members of the SEC are Central Bank Deputy Governor H.A. Karunaratne, Registrar General of Companies D.N.R. Siriwardena, CA Sri Lanka President Manil Jayesinghe and Deputy Treasury Secretary Priyantha Rathnayake.
