  • Secretary to the President appoints three-member committee
  • Govt. losing considerable revenue due to non-disposal of scrap material - PMD

The government yesterday appointed a committee to overlook the disposal of scrap metals in the public sector, an effort taken towards embarking on responsible waste disposal methods.
The first step taken towards this endeavour was the appointing of a committee to supervise and implement the entire process of the disposal of scrap metal accumulated in public sector institutions.
The measure is the implementation of a proposal made at the interim budget that was unveiled last week by President Ranil Wickremesinghe.

“It has been noted that due to the non-disposal of scrap material on time, the government had been losing a considerable amount of revenue. Further, the spaces in the office premises of  government buildings are also unnecessarily obstructed and occupied due to the filling up of such material,” the statement issued by the President’s Office said.
In an effort to address the issue, the President’s Office has stressed the need to dispose metal scraps at the earliest.

The members of the committee that were appointed by Secretary to the President E.M.S B. Ekanayake comprised Ramya Kanthi (Chairperson), Comptroller General, Comptroller General Department, General Treasury, S U. Chandrakumaran, Additional Director General Department of Public Finance, General Treasury, J.M.S.N. Jayasinghe, Additional Director General Department of Public Enterprises, General Treasury.

The appointed committee has to complete the disposal process by 5 December 2022. The committee is tasked with issuing circular instructions to all the agencies; Identifying available scrap material by institutions, preparing a list of materials to be disposed of by the institutions, ensuring the appointment of relevant valuation panels by each agency, obtaining the list of the amount of valuation relating to the scrap material from each agency, supervising the disposal procedure, ensuring the removal of the material after the sale, and preparing a combined report relating to the disposal of scrap materials involving all the institutions.
