All the accidental killing in Jaffna was involved Tipper Trucks. The authorities must take some stern action by Checking these Drivers licenses issued with proper Examinations, the drivers took enough training, the drivers have the habit of consuming alcohol while driving, are they reckless drivers etc. to avoid these accident.

Typical third world response to an accident. What has the truck got to do in this situation. If in any civilized country they would also arrest and charge the people who set fire to the truck.
