when a vehicle moves at 100km on level road and approaches a downhill on the expresway it reaches close to 110 km.
Police should not expect the driver to apply brakes to reduce speed which will prone to a collision with the car following behind.Hence a tolerence of 10% should be allowed above and below 100km/hr.

Highway accidents are pretty common even in developed countries and surely you have to have CCTV cameras to monitor accidents and who violates the highway traffic rules. Police should use cars with no police sign on it to catch the real violators.
