You need to check to see if everyone reported their earnings to inland revenue when children are admitted to schools and when people go to renew their IDs, drivers licenses and passports. Without an enforcement mechanism, this goes no where

What truly matters is the tax collected should be spent on people who are in need, investing in improving their livelihood for the long term and creating more job opportunities.
