Hamstrung by a non-co-operative high-up!

There is a mandarin at secretarial level who is out to undercut a young top team member at every turn, they say.

The high-handed attitude of this mandarin is being attributed to his closeness to a top political authority. 

The young top team member who is getting shabby treatment from the mandarin is said to be handling a portfolio at state level as well and the hostile mandarin is said to be attached to the Ministry at state level. 

The young top team member had made a complaint against the hostile mandarin when he could no longer tolerate the obstructionist tactics resorted to by the latter. This matter is expected to come to a head very soon given the young top team member’s close ties to some top men in the regime, they say.
