A powerful politico has entrusted to an aide of his, the job of distributing free cement among his poor constituents to enable them to put up a ‘roof over their heads’ and the latter is said to be misusing part of the cement stock to construct his own house now coming up by a lakeside.
This aide would distribute five bags each to the recipients but would account for 10 bags by cooking up the distribution list in order to misappropriate the balance unaccounted for.
His modus operandi is to get the recipients to sign for the bags on a list with a blank space for the number of bags which he would fill with 10 in each case eventually, they say.
