A political authority hailing from the upcountry had recently offered a Sanghika Dana to Maha Sangha.
He had entrusted to a Coordinating Secretary the responsibility of offering envelopes enclosed with currency notes in addition to other customary offerings to the bhikkhus participating in the Dana.
However, this Secretary is said to have offered only a few envelopes to the monks and had pocked the rest after suddenly walking away pretending that he had to attend to another urgent matter.
