This head of a key establishment is a well -known preacher against wasteful expenditure and corruption in the public sector. But he is using a rented Benz car involving a hefty monthly payment when he has at his disposal a Montero vehicle left behind by his predecessor which has not registered even 40,000 kilometres on its odometer. 

This establishment head is known to be a close associate of a very high political authority.
