The government mulls the evolution of a fully-fledged constitution which includes provisions for a new electoral system in the future, a top source said yesterday.

However, the government will prioritize the enactment of the 20th Amendment first, for the rectification of grey areas in the 19th Amendment enacted during the time of the Yahapalana government.

A government source said the evolution of a fully-fledged constitution would take place later.

“That is to be enacted in place of the present constitution,” the source said.

The previous government also unsuccessfully tried to introduce a new constitution in-line with its policy on power devolution to the provincial councils. That government also converted Parliament to a Constitutional Assembly to work out the new constitution.
