With the government’s public-private partnership (PPP) programme getting underway, it is important for the Sri Lankan private sector to understand how PPPs work and how to latch on to PPP projects in an array of sectors ranging from energy, transport, water, waste management or social infrastructure.
The Ceylon Chamber of Commerce (CCC) in collaboration with the USAID Short-Term Assistance to Improve Public Financial Management Reform (STAIR) Project and Public Finance Department of the Finance Ministry is organising a workshop on PPPs exclusively for the CCC members tomorrow from 2:00 p.m. to 4:30 p.m.
The lead resource person for the workshop, David Baxter will be drawing on his 25 years of experience in international infrastructure development, strategic partnerships, risk management and project and programme management to provide a practical overview of PPP participation for the CCC members.
Baxter has provided infrastructure consulting services to clients located in Africa, North America, Latin America, the Middle East, Europe and Asia. He is also a PPP advisor to the USACE, World Bank, Dutch Ministry of Foreign Affairs and other government and institutional organisations.
The workshop will provide private sector companies with an understanding the definition, rationale and different structuring options for PPP contracts, how to manage and complete detailed PPP feasibility studies and structuring PPP consulting and advisory contracts, how to finance PPP investments, PPP credit enhancements and reaching transaction financial closure and PPP contract management and performance monitoring, among other areas.
