The first phase of the Kaduwela-Kottawa Outer Circular Highway (OCH) had been open to the public since 12 noon today and there was a long queue of vehicles waiting to enter the new highway since morning.

A toll of Rs. 100 would be charged for all cars and nine-seater vehicles. Light motor coaches would be charged Rs. 150 while heavy vehicles would be charged Rs. 300, the Ministry of Highways said.

President Mahinda Rajapaksa opened the OCH on Saturday evening, but due to cleaning-up and other logistical issues, the road was opened to the public only at 12 noon today.
