In terms of the Vienna Convention on Diplomatic Relations, Sri Lanka should provide maximum security to foreign envoys and therefore the vehicular traffic on the roads are restricted to honour their movements.

Meanwhile, when a similar incident was reported in May 2019, Prime Minister Mahinda Rajapaksa who was then Opposition Leader said the public honking on the roads in such a manner showed their displeasure against the government's decision to close roads for VIP vehicular movements and the Government’s policies.(Darshana Sanjeewa Balasuriya )
