Winners and losers of the CHOGM fiesta

The CHOGM carnival is over. It commenced with a bang but ended in a murmur. What is left is to hold the postmortem. According to the series of events that occurred all we have to say is “It’s no use crying over spilt summits.”

The number one citizen who received the maximum advantage is President Mahinda Rajapaksa. He received the Commonwealth crown for two years. Whoever is appointed ‘Chairperson-in-Office’, Queen Elizabeth II is the lifelong head of the Commonwealth. Already, government politicians from members of Pradeshiya Sabhas to the Prime Minister are engaged in putting up billboards in every nook and corner greeting the new ‘head’ of the Commonwealth. Masses that see these billboards could realise that CHOGM was held in Sri Lanka spending billions of public funds merely to boost President Mahinda Rajapaksa’s image for the forthcoming presidential election. CHOGM was a bonanza for the President.

The other winner of CHOGM is India. At a discussion held in London in April this year India said it would support Sri Lanka to have a successful CHOGM only if certain conditions were fulfilled. A condition India put forward was to hold the Northern PC elections before CHOGM was held in November. The government agreed to this and suddenly announced that the Northern election would be held in September. The government that was talking about slashing police and land powers from the 13th Amendment and taking measures to prevent a merger of the North and the East before having elections to the North suddenly became silent due to pressure from India. India threatened it would not assist to hold the CHOGM in Sri Lanka if the government went ahead with the amendments. The ‘Sampoor power station’ agreement that is a massive boon to India was signed just a month before the CHOGM. Holding the elections to the North with all powers included in the 13th Amendment is a strong political trump card India’s Congress and Manmohan Singh could use to coax Tamil Nadu voters at the forthcoming elections in India. Sampoor economic zone, Sampoor power station, oil fields in the Mannar Basin and the railway line in the North are excellent economic trump cards for India’s Central Government. As such, politically as well as economically CHOGM is a windfall to India.

The other winners of CHOGM are countries that accused Sri Lanka of war crimes. British PM David Cameron after touring the North asked Sri Lanka to ensure “credible, transparent and independent investigations into alleged war crimes” and said if this did not happen by March next year he would press the UN Human Rights Council to hold an international inquiry. As President Mahinda Rajapaksa, at the independence celebrations held this year, had invited saying “Come and See”, he couldn’t oppose Cameron going to the North. Cameron’s statements could be considered forceful as they were based on what he saw and experienced  in his tour to the North and not based on Darusman’s or Pillay’s observations. Canada boycotted CHOGM, slashed its annual contribution to the Commonwealth Secretariat and Mauritius withdrew from holding CHOGM in 2015 quoting alleged war crimes committed by Sri Lanka. As such, CHOGM held in Colombo was a bonanza to the countries that charged Sri Lanka of war crimes.

Channel 4 is another winner of the CHOGM held in Sri Lanka. The most attention, during the CHOGM held here, was drawn not by Prince Charles who was the main invitee, but Channel 4 journalists including Callum Macrae and Jonathan Miller. The government blundered by giving visas to Channel 4 journalists. Next, it blundered by getting its supporters to carry out protests at the Katunayake airport and Anuradhapura. The government exhibited its stupidity by sending its self-employed thug regiment and Bodhu Bala Sena to ‘Sirikotha’. The government has become the ‘co-director of the next movie that would be produced by Channel 4. The story, actors and infra structure facilities have been supplied by the government for this movie. As such, CHOGM is a bonanza for Channel 4 as well.  

Other winners of CHOGM are casino businessmen including James Packer. Making the keynote address at the CHOGM business forum he gave an assurance to casino businessmen all over the world on behalf of the government that Sri Lanka is now ready for more and more casino hotels like his ‘Crown Colombo’ casino den.  President Mahinda Rajapaksa got James Packer to cut the tape of the hooliganism this country would be subjected to under Rajapaksas. As such CHOGM is a bonanza for casino racketeers including James Packer.   

Then who are the losers of CHOGM? The masses that pay taxes are the losers. The cost of CHOGM has not been presented to the country by the government. It may not be presented at all. The government that states Australia received investments worth $10 billion after it held CHOGM in that country and Sri Lanka expects $4 billion investments from holding CHOGM this year doesn’t state Australia spent $1.3 billion for CHOGM in 2011. The cost of having CHOGM in Sri Lanka would be colossal as the plan to have it at Hambantota misfired and it had to be held in Colombo after spending a massive amount of money to put up infra structure facilities at Hambantota. It is the masses who have to bear the cost of 54 Benz cars brought down for state leaders and 107 Nissans for their wives. Finally the people in this country have to be good losers so that others could achieve their victories.
