According to the latest news circulating in the country, ten kilograms of heroin has been seized from Hikkaduwa area. The police say it is the largest haul of heroin seized from the South. It is as if a competition is being held just like competitions for ‘Super Star’, ‘Reality Star’ or ‘Mega Star’ to find a ‘Heroin Star’. Heroin is found not in ounces or grams but in kilos.
The biggest haul of heroin seized in Asia was seized in Sri Lanka in August. It was a haul of 261 kilograms. The haul of heroin hidden in a consignment of tins of grease had a street value of Rs.15,000 million, revealed the Customs. The controversial incident that came to light with this incident was the letter sent by a coordinating secretary of the Prime Minister to get the container carrying heroin released from the Customs.
The letter forwarded on behalf of the Prime Minister had requested the Customs to release the container without charging demurrage as it was the first business deal of the establishment that imported the consignment. When this was questioned in Parliament, the Prime Minister merely babbled. Despite the Prime Minister stating his coordinating secretary who was charged of the crime was removed, the coordinating secretary. Like a ‘gentleman’, said he resigned not to be an obstacle for the ongoing investigations. He is such a responsible citizen that doesn’t get involved in crimes not even in his dreams! On the other hand, could anyone else be the coordinating secretary to the prime minister, the most senior member of the SLFP?

When investigations were continued, the police said the consignment seized was not 261 kilograms but only 131 kilograms. May be Sri Lanka is the only country where bahirawayas (genies) exist that consume heroin. This is another miracle!
On 12th November the Attorney General’s Department informed the Maligawatta Magistrate to release Denis Perera and Saheed Muhammad who were found guilty of possessing eight kilograms of heroin. The Department of Attorney General that has a history of 130 years is now under Sri Rohana Janaranjana Mahinda Rajapaksa, the President. The Department was under the Ministry of Justice earlier. This is the first time a President took over this Department.
It is under this President’s government that a person who was caught with eight kilograms of heroin in his possession was set free when a child from Horana who had picked eight coconuts from an adjoining garden to find Rs.400 to pay a school fund was punished with Rs.50, 000 personal bail. Picking eight coconuts was a more serious crime than possessing eight kilograms of heroin!
The main centres of distribution of heroin in Sri Lanka are Kolonnawa and Negombo. In October, 2011 a posse of 150 STF personnel from Colombo made as sudden raid on the residence of Nimal Lanza, a Minister of Western Provincial Council and residences of several of his acquaintances. The police media spokesman said the raid was carried out on information received regarding a racket of smuggling in vehicle parts to assemble vehicles here. What is interesting is the President visiting PC Minister Lanza the following day to embrace him and apologise. As the President, who is also the Minister of Defence, apologised to Lanza, many still think the STF made a terrible mistake. However, we should not forget that our security forces were able to precisely target the bunker where LTTE political head Thamilselvan was hiding on very correct information supplied by our intelligence services.

A leading private TV channel commenced revealing information regarding heroin during its news broadcasts. The first revelation was regarding Kolonnawa. After this exposure the Chairman of Kolonnawa Urban Council lodged a complaint with the police stating that he was threatened with death by the main politician in the electorate. The only monitoring MP appointed for the Ministry of Defence represents Kolonnawa.
The second revelation came from Negombo. A person speaking to the media, without considering the danger to his life, said the brain behind the heroin racket in Negombo was the provincial minister who went about in a bicycle when he was first elected to Negombo Municipality, but has a fleet of Prados and BMWs at present. I said in the Provincial Council that Gampaha District is represented in the Western Provincial Council only by the chief minister and another minister and challenged to reveal if it was any other than the suspected minister. However, instead of exposing the minister who is responsible for the heroin racket in Negombo, the TV channel had to stop the exposure due to threats.
From the time of Great Parakramabahu, Sri Lanka was known as the ‘Granary of the East’. After 350 years and during the rule of Mahinda Rajapaksa the country has become the ‘Heroin Den of Asia’.
It is our children who become the victims of the heroin racket that gets protection from the highest echelons of power in the country. Already, school children have been found possessing packets of heroin. It is our bounden duty to save our Nation from this calamity. For this the drug racketeer as well as the politician that gives protection to it should be defeated. This task has been made easier as the racketeer and the politician are ‘no longer two but one’!
