India’s Intelligence ‘JAGALBATH’

In the previous article, reference was made to several instances in which the US directly intervened militarily in many third world countries after laying the ground-work for legitimising such interventions, often using false and fictitious intelligence reports and allegations. Reference was also made to a secret US State Department report of 19 June 2009, that originated within a month of the defeat of the LTTE, alleging that ‘Pakistan’s terror network’ Lashker-e-Taiba (LeT) had established a facilitation centre in Sri Lanka. The secret State Department report released by Wikileaks disclosed that this information had been passed on to India by the US but there was nothing to show that this allegation was shared with Sri Lanka, the country which could have easily exposed the falsity of the story.

Indian reports sourced to unnamed intelligence officers followed up with reports planted in the media, alleging that LeT had opened a centre in Jaffna targeting Tamil Nadu, further adding that Sinhala fishermen may also be netted in by the LeT in possible operations in South India.

The report was promptly denied by the Sri Lankan defence establishment as having absolutely no basis whatsoever. Subverting Sri Lanka through fictitious and unsubstantiated intelligence inputs is an area in which the interests of the US appear to fall in line with that of India, mainly to achieve the broader objective of taming Sri Lanka, ostensibly, by packaging India’s concerns for justice to the Northern Tamils with the unwritten US aspirations for a regime change. Though India’s concerns and US aspirations seem to be miles apart, it is likely that the gap would be bridged by the new Indo-US joint fiction, Pakistan’s Lashker-e-Taiba!

A classic example of Indian intelligence ‘JAGALBATH’ is a fictitious story passed on to Sri Lanka on the Buddha-Gaya explosions by India’s top security advisor. The world renowned Mahabodhi temple in Bihar, Northern India, was attacked on Sunday 7 July this year. Even after nearly four months of investigations, India’s National Investigations Agency (NIA) had not succeeded in establishing the identity of the persons responsible for laying some improvised bombs in the temple compound.

However from day one, the media gave world-wide publicity to allegations that the Indian Mujahideen (IM), an Indian outfit best known only to Indian and Western intelligence, or the Burmese Muslim Rohingyas on the run were behind the Mahabodhi explosions. However the NIA had so far found no evidence to support any of these wildly circulated media speculations!

While every allegation must be meticulously examined, we must not become prey to foreign manipulations "

Now to the JAGALBATH! India’s National Security Advisor Shiv Shanker Menon, who arrived in Sri Lanka on a pre- arranged official visit, a day after the Bodh-Gaya blasts, told the Sri Lankan authorities that a Muslim extremist group was responsible for the Mahabodhi attack! This was a preposterous lie! It is outrageous on the part of such a high-ranking official to have let loose a ‘jagalbath’ that would have harmed religious harmony across countries which covered Menon’s utterance!
Burmese Rohingya’s would have had more sleepless nights, if Menon’s utterance had been heard in Burma! The truth is, India’s National Investigations Agency is still to unravel the attacker’s identity! The attackers are unfortunately yet unknown. Although media reports quoting Menon was brought to the notice of the Indian High Commissioner in Colombo, to date no contradiction was issued by the Indian authorities either in Colombo or in New Delhi. We are entitled therefore to proceed on the basis that what was reported in the Sri Lankan media was the truthful version of Menon’s blatant lie!

Menon’s ‘jagalbath’ is similar to the US threat on Pakistan made within 24 hours of 9/11, to “bomb them back to the stone age” unless Pakistan facilitated the planned US war on Afghanistan; a threat made before any investigations into 9/11 had even commenced! General Musharaff admits receiving the ‘stone age’ threat in his book ‘In the line of fire.’ Jagalbaths abound in the Indian intelligence establishment. Take for instance this case. A former official of India’s Central Bureau of Investigations (CBI) Satish Verma, according to a recent Times of India report had claimed that the Indian government was behind the December 2001 attack on the Indian Parliament.

Islamic fundamentalism, extremism, jihadism, terrorism are clichés used as part of West’s, particularly America’s legitimacy for direct intervention in Afghanistan, Pakistan, Somalia, Libya etc., for that matter in any country in the world. Of course it is well known that international law does not allow any such military adventures unless sanctioned by the UN Security Council

He claimed that the Indian government did this in order to press the Indian legislature to enact tougher amendments to India’s terror laws! A jagalbath by the Indian government to unduly empower itself at the cost of the freedom of the people? For more details please see the Times of India of 14/07/2013,”Govt. behind parliament attack,26/11, Ishrat probe officer.” Though the claim may not be credible enough, the truth or falsity of the claim has not been refuted so far by the Indian authorities. The fact is that according to India’s Union Minister, as at 03/04/2013, there were 51,206 Muslims alone languishing in Indian prisons for over two years without any charges, mostly under the amended Prevention of Terrorist Activities Act and the Unlawful Activities Prevention Act!

However 9/11 had blessed the US with extraordinary roles hardly challenged by or in the UN or by any of the international watch dogs who do not fail to howl at powerless small nations. Islamic terrorism is a very successful ‘mantra’ that had worked out effectively, whenever and wherever the US wanted to directly intervene.
It is not without reason that US agencies spend millions of dollars on brainwashing seminars, trips to the US and other friendly countries for high ranking military, police, legal and political personalities, probably in that order.

It is in this context that Sri Lanka needs to critically evaluate the persistence on the LeT story that keeps coming up from time to time. It is quite possible that Western promoters of direct intervention may drop the LeT story and pick up new fictions of Jihadists operating in the East or unsubstantiated allegations of Al-Qaida cells operating in Mannar instead of Jaffna.

While every allegation must be meticulously examined, we must not become prey to foreign manipulations. There is of course no need to over react because the Muslims of Sri Lanka had always stood firmly for the unity and the territorial integrity of the country and their patriotism for Sri Lanka will forever be as good as that of the mainstream Sinhalese.

‘Mainstream’, because the BBS, the SR etc. appear to be on contract for Norway and the US to revive and accomplish the latter’s failed mission in Sri Lanka. There is also no room for extremism or terrorism in Islam or amongst the Muslims of Sri Lanka.

According to a pre-view of Bob Woodwords new book ‘Obama Wars’, former lame-duck President of Pakistan Asif Ali Zardari, himself a prominent US ally, has been quoted as having said, that the US is secretly behind a number of ‘Taliban suicide attacks’ in Pakistan. Zardari has said that the US aim was to destabilise Pakistan, to justify invasion and seize Pakistan’s nuclear weapons! It is possible that some Talibans too were dollar-funded by US contractors to achieve US objectives of safeguarding Israel from the world’s only “religious” bomb, the ‘Islamic bomb’ as was maliciously described by sections of the powerful Western media.

Afghan President Karzai at a press conference on 25/10/2010 in Kabul blamed US private security contractor the controversial company, Blackwater, as the group behind the explosions that had claimed the lives of Afghan women and children. The US State Department had earlier on, awarded a five-year contract for Blackwater. Karzai installed in power by the US in place of the ousted Mulla Omar must have had some courage to publicly blame the US contractor for the destruction of Afghan civilian lives!

All these bring us back to the point that irrespective of international laws or R2Ps, the US could, as it had done, invade countries, kidnap citizens out of any country, destabilise countries, topple regimes after creating conflicts and chaos, or arm the opposition or anyone else who cares with deadly weapons and explosives! But the interesting thing in all these is that the perpetrators should always be seen in the public perception as the clean or good guy! So what better project than creating the fiction and cleaning Sri Lanka of Al-Qaida, the Talibans, the jihadists, fundamentalists, extremists and what have you! Create internal conflicts in the process, destabilize the country and effect regime change in the next phase! Spill some innocent Muslim blood and take responsibility for making Sri Lanka the play-ground of Al-Qaida, as they did in Iraq! Then relax and reminisce over how India post July 1987 ‘eliminated’ the LTTE from our country!
