A circular is to be issued tomorrow empowering all heads of state institutions to decide on the number of employees to attend office, Public Services, Provincial Councils and Local Government Ministry Secretary J.J. Rathnasiri said.
He said the decision was taken to prevent the spread of Covid and to ensure smooth functioning in those state institutions.
