Around 18 million out of 22 million total population in the country live in the island, and that, one million out of 18 million do not have birth certificates, Minister Dullas Allahapperuma said.
He said at a meeting in Kamburupitiya and expressed his displeasure over this.
"Politicians are only interested in people's identity cards during the time of the election. Whereas the political parties also never bothered about their identity cards again until the next election. This is the sad reality," he lamented.
