No this is not good. They are taking the blame on behalf of someone else. They don't have power to give an order to shoot specially in the presence of a DIG. Either the DIG gave the order or someone above instructed him to do so.
I wonder why the government is so silent about who gave the order. Are they protecting someone from the VERY TOP?
