Says who. There' s all permission to translate to any language. It is only in prayers that it should be in Arabic.
I found Sinhalese translated Islamic books in Makkah Al Bait Towers shops.

According Islam Law- they are not suppose to translate QURAN to any other languge -

Chinese and Hindi already available. In Sinhalese also available prior to this translation.
