Whatever that minister said was correct as most of the car drivers (especially alto) are not suitable to be drivers. Sri Lankan drivers are t h e worst in the world and only fine should be the death penalty as 99% of drivers have no idea of traffic laws, pedestrian crossings, lanes, and traffic signals.
