Govt. should invest sufficiently to build HR capacity in public sector: Dinesh Weerakkody

Chairman of National Human Resource Development Council, Dinesh Weerakkody speaking at the Depart of Pensions Public forum yesterday said the government should invest sufficiently to build HR capacity in the public sector, because it is the public service that helps the government of the day to develop and deliver its policies as effectively as possible.

The public service cover a wide range of areas touching on everyone’s day-to-day lives, such as education, health and policing etc., they deal with so many different aspects of government and they work in an enormous variety of roles, he observed. Further he said, in order for the Public Service to fulfill their obligations to the government and the public, the public service has to continue to develop and adapt to new challenges, this means responding to increasing demand, complexity and diversity – all within the context of providing greater value for money.

Weerakkody said, to help them do that the government needs to invest much more to enable the development of Public Service capability through providing quality learning and development that gives good value for money and supports the delivery of excellent public service. Currently the government does not invest sufficiently and effectively to facilitate easy access to high quality learning and development that is finally reinforced through the ministry or department improving their performance, he said. Weerakkody also observed the need for Public Servants to get secondments in all branches of the government as well as the private sector as part of their career development to broaden their scope and knowledge.
