If its State land, the Army does not have to produce deeds. The Army belongs to the State, so the army has every legal rights to this land. End of story.

Was there a protest by these so called owners when LTTE occupied it. LTTE occupied mostly undeveloped shrub jungle owned by the state. So no claimants other than the state. This is being demanded to fulfill LTTE revival activity and as alternate commemoration site.
