Balapitiya Pradeshiya Sabha Chairman Dayaratne De Silva was today arrested for allegedly attacking the then Opposition Leader Ranil Wickremesinghe's vehicle convoy during a visit to the area to assess the damage caused by adverse weather conditions at the time, the Police said.
